Role Purpose: The Community Health Program Manager will be responsible for overseeing all Hope for Haiti community health programs, including: public health network, mobile clinics, school nutrition, WASH and midwife programs. The Community Health Manager is passionate about working in remote and rural communities and is always ready to medically serve those in need and lead community health programs that are aimed to educate, prevent diseases and improve the overall health services and programming at the community level. The Community Health Program Manager will also focus on supporting and evaluating existing programming, staff training and development and strategic planning for future interventions.The Community Health Program Manager will directly supervise the public health staff including the Public Health Program Coordinator, WASH Coordinator, Public Health Nurse(s), and mobile clinic doctors, dentists, and nurses, and provide his/her medical expertise to develop community based curriculum and programming throughout the year. This position will also require collaborating with other healthcare providers and partners in the field as well as identifying opportunities to position the Healthcare program as a leader in the Greater South of Haiti.

Major Responsibilities:

• Support technical design, oversight, and monitoring of activities for public health (lead strategic planning activities, develop program SWOT, monitor KPIs)

• Manage Hope for Haiti’s Public Health Program, including supervising trainings; site visits, coordinating monthly events, POC for special grants like Nutrilite. Vitamin Angels and others as needed;

• Create a WASH specialty within the Public Health Program, tasked with leading WASH education within partner communities, ensuring WASH compliance standards of assets and activities, and partnering with schools and communities to pursue continuous process improvement to the WASH curriculum and WASH program standards;

• Host mobile clinics in Hope for Haiti partner communities or other key areas per month and provide timely reporting and follow-up care as needed at the ISE (scheduling, coordinating specialists, reporting, medical supplies and medications preparations and day-off support);

• Develop school nutrition programs in coordination with the Education Program Manager and local farmers to create sustainable and nutritious feeding programs;

• Act at the point for major Healthcare Partners that provide community health services (Foyer St. Etienne, Missionaries of Charity and The Little Sisters of St. Therese in Baraderes) by providing quarterly updates, reporting and financial transfers;

• Contribute to the systematic assessment of the analysis of PH sector problems in communities, local authorities and other stakeholders, and support the design of initiatives to systematically build capacities.

Quarterly and Annual KPIs / Deliverables:

1. Complete a minimum of one monitoring visit per Public Health, WASH and major Healthcare Partners (MOC, FSE, BARADERES) per fiscal year to create and complete monitoring form, talk with beneficiaries, take photos, make recommendations and collect data;

2. Maintain a database of Public Health beneficiaries including CHWs, students, parents and community members that can be used for strategic planning, storytelling and reporting;

3. Actively search for new public health partnerships, including registration with MSPP;

4. Identify community WASH needs in 24 partner communities and develop concept notes for programming;

5. Maintain WASH baseline and database for 24 partner school communities including water assets, activities, Hope for Haiti impact and opportunities;

6. Train Public Health Nurses and CHWs to be competent in WASH;

7. Implement, monitor and evaluate WASH programs (sanitation blocks, Filtration systems );

8. Quarterly impact stories and photos on Public Health, Mobile Clinic and WASH programs;

9. Quarterly/Monthly grant reporting including data, stories and photos for Vitamin Angels, Nutrilite and major Healthcare Partners (MOC, FSE, BARADERES);

10. Weekly/Monthly/Annual Public Health, WASH and major Healthcare Partners (MOC, FSE, BARADERES) data updates to KPI tracker;

11. POC for all community health related donor trips including creating itinerary, providing translations English to Creole, Creole to English and facilitating trip logistics;

12. Provide back-up Infirmary St. Etienne coverage as needed to assist doctors and other medical staff on leave;

13. Formal, written SWOT analysis of Community Health Programs

14. Review and updates of Public Health curriculum

15. Three year strategic plan, including methodology for Community Health Programs

16. Other tasks as requested by the supervisor.

EDUCATION / EXPERIENCE

• 5 years work experience in the international development or health services field. Five years of management experience preferred;

• Bachelor’s degree in International Development, Health, Public Health, Social Studies or equivalent is required; Master’s Degree preferred.

• Medical degree, nursing degree or dental degree preferred, but not required

• Good communicator with strong organizational, time management and analytical skills;

• Excellent interpersonal, cultural and diplomatic skills;

• Fluency in French or Haitian Creole and English, spoken and written, is required;

• Superior writing and editing skills. At least two year of previous experience preparing donor reports, grants, stories and data;

• Demonstrated experience in grants management or program development is required;

• Technical expertise in health, public health and WASH would be advantageous;

• Demonstrated ability to design and implement strategies that employ evidence-based approaches to meet project targets, especially under rigorous timelines;

• Experience working and collaborating with diverse sets of stakeholders, such as local NGOs, government officials, donor representatives, and international staff;

• Knowledge of participatory approaches and tools for community planning, monitoring, and evaluation;

• Strong computer skills: must be competent in the use of Windows MS office, Google Gmail tools and Salesforce;

• Ability to take high quality videos and photos (editing not required);

• Prior professional experience, preferably in Haiti in a post-disaster and/or disaster setting.

COMPENSATION & BENEFITS

This is a full time position based in Les Cayes, Haiti. Compensation is based off of Hope for Haiti’s Compensation Scale.
