Programme Management Advisor – Public Health

Summary of key responsibilities:

The Programme Management Advisor is expected to work closely and under the direct supervision of the Director of ARHC and in collaboration with all technical experts in ARHC, her/his main duties are:

  • Lead and be the main resource for technical support in acquiring and developing new engagements in health in AR;

  • Lead the development of new proposals in health in ARHC and in other country offices of UNOPS AR;

  • Support country offices in the startup phase of new initiatives – lead the set up of the new teams and roll out of new projects in AR;

  • Provide technical and management support of implementation in programme and M&E for all health programmes directly managed by ARHC as needed;

  • Lead ARHC’s technical support for any health engagements as required in AR during implementation;

  • Assists in generating reports and develops presentation as per the requirements of the programmes;

  • Lead the development of knowledge and manage the knowledge base accumulated in ARHC and in AR in health;

  • Lead the strategic management of communication in ARHC, and guide and manage the development of communication products in health in support of the implementation of the UNOPS AR Strategy in Health.

  • A Master’s Degree in Public Health, Epidemiology and Social Science or other related fields relevant to the above duties is required.

  • A Bachelor degree with additional two years of relevant experience may be accepted in lieu of the Master’s Degree.


  • Minimum 7 years of progressive and relevant experience in health services, health programme development or programme implementation is required.

  • Understanding health systems and health systems management would be desirable.


  • Fluency in English is required.
